Hack and slash rebar2's rebar_port_compiler.
This commit introduces rebar_port_compiler and the beginnings of its integration into the new rebar3 way of doing things. I intend to add more documentation once everything is reshuffled. Signed-off-by: Brian L. Troutwine <[email protected]>
