stop vendoring upstream gems in the bootstrap #1212
Description
We should use mirrored/ proxies repository like we do for maven and pypi.
- chef 13 + stopped having
/opt/chef/Gemfile - upstream cookbooks we integrate outside the
Berksfilecan fail if they need gems outside the one we "hand-pick"
