Buttons color inconsistency when changing state

I’m not sure if this is a bug, so I’m asking here for clarification.

Compare how Firefox looks by default and after applying a theme:


All buttons follow the same rule, they are initially light, darken slightly on hover, and become dark when pressed.

With the theme applied some buttons are breaking this rule (problem 1):


They lighten on hover, and when pressed, they revert to their original color. So they have fewer colors and their order is different. And this behavior isn’t consistent everywhere - take a look at the reset zoom level button.

Also, to me these two buttons at the urlbar are way too dark for a white background (problem 2).

Is this intended behavior? It would be nice to make buttons states more unified.
