Remove hardware for clock board programming

In #1100 we moved programming the external clock board to software for all demo's. To speed up compilation we should remove the hardware SPI programming from the repo, including the slow template haskell for parsing clock configurations. To do this we should first add a boot CPU to fincFdecTests, which is the last remaining test which uses hardware SPI.
