Upstream non-bittide packages

We've accumulated quite a few packages that a not specific to bittide. I think we should move them to either qbaylogic or clash-lang (or other repos on bittide?). List:

• clash-bitpackc
• clash-protocols-memmap
• clash-bitpackc
• gdb-hs
• ghc-typelits-extra-lemmas
• vivado-hs

For the Rust packages:

• memmap-generate

We may want to move a few packages to bittide too, mostly for caching reasons:
