TensorFlow cannot be downloaded

What's wrong?

I installed the add-on for Fairness and tried to use the widget of Adversarial Debiasing.
After clicking the widget, I noticed that the TensorFlow must be installed before using the widget.
However, during the installation process for TensorFlow, I encountered the error message attached below, and TensorFlow could not be downloaded.

How can we reproduce the problem?

I attached the workflow.

• Orange version: 3.40.0

This looks as if pip/conda outputs utf-8, but Orange tries to read it as cp949. Gemini tells me (possibly incorrectly) that this may happen if pip/conda output characters that can't be encoded in pc949 (like fancy progress bar symbols). When such tools are run in terminal, Windows will just show □, while Orange tried to decode it and fails.

To my limited understanding, we should force both, pip/conda and Orange to use utf-8.

• Add encoding="utf-8" to process.POpen in https://github.com/biolab/orange-canvas-core/blob/master/orangecanvas/utils/shtools.py#L84.

• Ensure that pip/conda actually output utf-8 by creating an environment,

  env = os.environ.copy()
  env["PYTHONUTF8"] = "1"
  env["PYTHONIOENCODING"] = "utf-8"
  

  and adding env=env to the call.

This may also help with cp1250 machines that we encounter in Slovenia. I have no Windows machine (and can't install a virtual one) to try this on.

@janezd, what is more interesting is that the installation of the Fairness add-on worked, so it only happens with some add-ons.
