This PR introduces the Civic Assistant, a lightweight client-side guide that help users navigate government services using natural language. It features a floating navigator bubble, real-time service indexing from local JSON datasets, and an adaptive UI designed for the BetterGov portal. This adds a proactive intelligence layer to the existing static service directory.
