I am using your loader and have followed the instructions. All I get on theme options page is this:

Have you place themes file in chrome folder?

There isn't any problem here.

Or this problem only occurs on specify system? What's your system?

I have the themes in that folder.

I'm on the xfce desktop, using a linux os.

I am able to make this work using wine (a program to run exe on linux). It seems something in your javascript, perhaps the slashes, are set up for windows only. "//chrome//userThemes" is not being located. Can't even open folder from copycatthemes button.
