Consider integrating the new 'parcel CSS' parser after being matured

Parcel JS introduced a new CSS parser recently, called 'Parcel CSS': https://parceljs.org/blog/parcel-css/

Since being new, it might ne worth waiting until it is mature and ready for production; after that an integration into Codekit might be worth considered.
