Add support for project view files

In order to limit the scope of what is rendered in the IDE for a given project, implementing support for .bazelproject files would help bring this plugin to parity with https://plugins.jetbrains.com/plugin/8609-bazel-for-intellij or https://plugins.jetbrains.com/plugin/22977-bazel-eap-

Similar to https://github.com/salesforce/bazel-vscode-java and the previously mentioned IntelliJ plugins, adding this feature would also introduce the concept of a project sync event that would be triggered by the user. This sync would be responsible for mirroring the state of the current .bazelproject file onto the current vscode workspace.

I would be happy to contribute this feature, but per the contribution guidelines I wanted to file this issue first. Thank you!

This could also be helpful for other features to come, considering that Bazel is being used in very big monorepositories with most developers really only "living" in a small part of it.

One other usecase could be automated compile_commands generation for C++ projects in order to support Intellisense and Codecompletion. Building upon a common definition for the "scope of interest" this could be implemented so that only a subset of BUILD files needs to be watched and kept in sync.

Afaict, they used a custom format instead of YAML or any widely available format? As such, you will have to write a custom parser?

In general, we have very bad test coverage and not even a good test setup. But for the parser at least, you should be able to write unit tests. See the test for the coverage parser for inspiration

yeah, i don't know why they didn't go with regular YAML, but they didn't. I've got an adapted parser from the open source IJ stuff I've re-witten in typescript
