Change default behavior of defaults in "configure" block modal

I think since the field and the block are one and the same (the field is placed as a block) when placing fields in layouts, the "Block Title Type" should always default to none.
On specific content types it would also be beneficial having the ability to change the "Field Label Display" default to inline or above instead of none., especially when a content type has many fields that will share the same display format.

Description how you would expect things to work ideally.

Alternatives that have been considered

Describe alternatives you've considered. Have you seen this work in a better way in another CMS?

Is there a Drupal or Backdrop contributed module that accomplishes this?

I see the argument. I don't know that I have a strong opinion on this. As I thought about which makes the most sense, these are the things I considered.

1. The default setting for a new field on a content type is NOT to display the field label.

2. When adding non field type blocks, many do not have a label at all, some provide a display title field (which is empty by default and not required), some have a default label witch is "on" by default by can be changed to "none."

I was looking for a pattern for other block types handle the label and don't see any pattern that is standard enough that we would need to adhere to it.

I think there is a good argument that since fields do not usually display a title by default that field blocks should behave the same way.

I like to use field blocks quite a bit and I think it is much more likely that I hide the field label that vice versa. For me, field blocks are very much the same as the default fields, except that I can move them around. By this, I mean that I do not use field labels differently on field blocks than the default fields.

While I don't feel strongly about this. I would support this change in default behavior.

I would point out that field blocks have been a somewhat "hidden" feature in Backdrop and now that we've added the layout tab to content types, people maybe more likely to find and use field blocks, making this attention to the field block UI more important.
