Create Spack package for aws-c-s3 #576

Describe the feature
We have an HDF5 ROS3 VFD (read-only virtual file driver) that uses the aws-c-s3 library to connect hdf5 to S3 buckets. We have this working for manual builds and for GitHub CI. We would like to add a Spack variant for the ROS3 VFD, but haven't found an aws-c-s3 package in spack/spack-packages. Is there a Spack package that we've overlooked, or with a different name?
If you would like to create one, we will happily use it. Otherwise any alternative suggestions will be appreciated. Sometime in the future if there is no alternative we'll see if we can add it.
Use Case
Spack should be able to build aws-c-s3 from source if it had a package recipe for it. See https://spack.readthedocs.io/en/latest/packaging_guide_creation.html.
