dry run option on latest version is not working

Description

--dry_run option on the lastest version is not working. Instead of simulating the import and create the report it does the actually deploy.
As a helper it is working on version 8.14.0-beta.0

Expectation

--dry_run option only simulates the deploy and generate the report.

Reproduction

To test run: a0deploy import -c ./config/dev.json --input_file ./tenant.yaml --dry_run -x $AUTH0_DEV_CLIENT_SECRET.

The Dry Run functionality was not part of release v8.21.0.

Dry Run was released as a beta feature. We are actively collecting feedback and making improvements to prepare it for general availability. Please follow the discussion here: #1149
