Update timestepper to avoid unnecessary `dt` cut-backs

## Description

The adaptive CFL timestepper slowly increases the time step to reach the max CFL. However, this behaviour should be prevented if MOOSE adds a synchronisation points as the time step cutback is not for stability reasons

## Context

It means that transients use smaller timesteps than necessary, so simulations take longer.
