Consider implementing a `[FoamTransfers]` block

## Description

Implement a transfer system that does not require going through the MOOSE mirror. 

## Context

It would allow for transfers between MOOSE and OpenFOAM without the middleman. It may also be simpler than fully representing the OpenFOAM mesh in libMesh.

- Foam-to-Foam transfers
- Moose-to-Foam transfers
- Foam-to-Moose transfers
