Add support for specifying thresholds using a percentage of a certificate's total lifetime.

For example, instead of specifying 18 days for WARNING and 7 days for CRITICAL (when the total lifetime could be any value), allow specifying 20% for WARNING and 8% for CRITICAL.

Rounding to the nearest day would be applied with 8% of 90 days being 7.2. Rounded down, a certificate with 7 days remaining would be considered in a CRITICAL state.
