I would need an option to download ruff not from github.com but from somewhere else

Would it be possible to add an option to use a mirror of github.com when downloading ruff? E.g.

```yaml
- uses: astral-sh/ruff-action@v3
  with:
    base_url: "my-github-mirror.com"
```
