"Tested Upto" in searches

Need to support the "Tested Upto" header in plugin and theme searches to prevent unsupported plugins from showing up in searches and getting inadvertently installed by users which can potentially break sites.

tested is only in the raw json metadata, so we'll want to make an indexed column for it.

We should also add the "Requires PHP Version" (requires_php) too. Which does have a column already, and does appear to be pretty well normalized (i.e. it's always a proper version number or blank/null) so it's ready to just have an index slapped onto it.

One thing we should keep in mind is that requires_php and most likely tested is likely to contain not just major.minor versions, but patch levels too like 8.0.15 and 7.4.2. Which is fine, the author is just being more precise by pasting in the exact version they used, but someone who only has some version of 8.0.x installed who then uses 8.0 as the upper bound on requires_php probably does want to see 8.0.15 in there too, since the case of a plugin requiring a fix that exists only after a particular patch release of PHP should be vanishingly small.

I don't see the same issue for tested though since it's only useful as a lower bound. But we should probably support a syntax for ranges, either with keys like tested_ge, requires_php_eq, and so on, or by taking two numbers as an inclusive range, e.g. requires_php=7.4,8.3. I'm kind of partial to the latter, since I don't like having combinatorical explosions of query key names with overloaded meanings, but I'm not wedded to either approach.

We can probably ignore the requires php one as tested upto will supersede it and the php condition needs to be satisfied to be tested upto.

Maybe save a few ms from the search that way.

I'm blind as a bat, requires_php and tested do indeed have their own columns. They don't have indexes however, so we'll want to at least add those.
