It would be great if we can generate a native_binary rule for the downloaded protoc so that we can use it as a label for other tooling.

Yeah this should have a resolved_toolchain that can be used with genrule as the first example. Most of our other rulesets do this.

Oh neat, genrule is fixed in the latest Bazel rolling bazelbuild/bazel#14009
which means we shouldn't need to make a resolved_toolchain anymore.
