Set bug-reference-url-formart to "http://drupal.org/node/%s" and enable `bug-reference-prog-mode' in core files and contrib projects.

Maybe also in drush make files match on issue ID for patch when adding them like:

projects[drupal][patch][1671200] = http://drupal.org/files/drupal.simpletest-curl-cookiejar.33.patch
