Some pages have neither License nor Notice meta-data headers #253

Not all pages have a reference to AL 2.0.
Most have a header of the form:
license: https://www.apache.org/licenses/LICENSE-2.0

Some use the form:
Notice: http://www.apache.org/licenses/LICENSE-2.0

But some have neither.
Does that matter?

N.B. The license and notice headers are treated identically by the template base.html.
