Feature Request / Improvement

Since we can write to tables, it would be great if we can create a new table and insert data in a single transaction. Example use case includes:

Create table from plain Parquet files #445
Create/Replace Table As Select: (discussed in REPLACE TABLE Support #281)

I think it a good time to bring in CreateTableTranscation so that we can do creation and other data insertion in one transaction

I can start to investigate this. Any initial thoughts or suggestions are appreciated!
