参照demo 运行能获取初始全量数据，然后测试新增、修改、删除都无法获取变更信息

安装了postgres-decoderbufs
1）PostgreSQL 9.6+
2）Protobuf-c 1.2+
3）PostGIS 2.1+
postgresql.cof 设置了如下参数（其他参数默认值）
shared_preload_libraries = 'decoderbufs'
wal_level = logical
