[Task]: Clean up remaining Jenkins resources #30112
Description
What needs to happen?
All Jenkins jobs have been turned down, but we still have some resources that live in https://github.com/apache/beam/tree/master/.test-infra/jenkins and https://github.com/apache/beam/tree/master/.test-infra/dockerized-jenkins - most of these are probably not useful anymore. We should remove the resources we don't need and move the remaining ones out of jenkins related folders.
