Add geospatial statistics creation support for GEOMETRY/GEOGRAPHY Parquet logical types

For #8373, we'll need support for writing the statistics! After #8374 we have a nice crate to put the utilities we need in, and the next step is to add bounding logic. This bounding logic accumulates the GeoStatistics we'll write (if requested) by iterating over elements (which are Wkb arrays).

I'd like a bounds accumulator of some kind in the parquet-geospatial crate!

Describe alternatives you've considered

Putting this off for even longer than I already have, which does seem attractive.
