[Plugin] Develop a plugin to take screenshots

A plugin that will be able to take screenshots from the running stream.

Main issue: #7620

TODO:

• The ability for a user to manually trigger a snapshot of a stream at any time in 4K resolution
• 4K snapshots for time-lapses: The ability to automatically capture snapshots in 4K resolution at configurable intervals (e.g., every X minutes)
