For multiple users to safely be able to enter/edit data, we need some logging of who changes what and when so that the risk of unintentional data loss is minimised.
This would be particularly important in the case of a database rebuild after manual editing has taken place.
Such audit trail could for example include:
- A log of the operation undertaken ("report x was added. Here is a copy of the data")
- An email notification of the change to the site admin.
