modal appendTo option does not append, prepends instead

Bug description:

The appendTo property of the modal is supposed to add the modal to the end of the provided element. Instead, the modal becomes the first element.

This seems to be explained by the $animate.enter() documentation:
https://docs.angularjs.org/api/ng/service/$animate#enter

Inserts the element into the DOM either after the after element (if provided) or
as the first child within the parent element and then triggers an animation.
A promise is returned that will be resolved during the next digest once the animation
has completed.
