Query OSM should give the latest state of the feature

osm.py does not give the latest state of deleted objects in OSM.

Example:
-OSM: https://www.openstreetmap.org/node/443317125/history v8 of the object has been deleted

• https://jzvqzn73ca.execute-api.us-east-1.amazonaws.com/api/feature/node/443317125 returns the undeleted v7 state

This is problematic because this script to used to fetch the latest properties of OSM objects. In such cases it should throw an error that the object is deleted rather than give outdated properties.
