-c and --config seem not to be working

when I run this command:

knife set_attribute node 'scbeCore-eu-west-1-Qa-ip-10-34-157-103' deployment.version '3.23-14025457' deployment.configVersion '3.2-1402255' deployment.status 'green' -c '/root/.chef/dev/knife.rb'

I get the the Usage message. No matter where I put the config -c or --config, I get Usage or an error because I separated the command from the sub-command.

I have separate knife.rb files for dev and prod.
