All programs were started at some point in time. For some of them like Moonlightpath, it is mentioned in the description.
It would be better to have a dedicated field for the date of start, as some other tools could extract and parse it much more easily to build, for instance, time-based views of the NSA programs.
It would also underline that this piece of data is important to understand better how the NSA spying capacities evolved with time.

Well, there's PRO and CON here. Perso, I'm not convinced. While it could be interesting, is it an information we'll be able to retrieve for a MAJORITY of programs? And if so, how much confident can we be about the informations? I feel there will be a lot of approximations and I prefer less but valuable informations.
Then again, I'm all for doing visual documents about that. But I'm not sure we need the info in the database for that.
