Which years should be covered in the model- and design-based indices for these stocks?

This is motivated by our GOA stocks this year, but we can discuss others as well.
From my notes from other projects I have:

1. dusky rockfish (Ben Williams) - dusky/dark split started in 1996 so I think start in 1996
2. northern rockfish (Ben Williams) - start in 1990
3. pacific cod (Pete Hulson) - start in 1990
4. spiny dogfish (Cindy Tribuzio?) - start in 1990
5. arrowtooth flounder (Kalei Shotwell) - start in 1990 (though ATF/kam split starts in 1992)
