EngineFixes.dll fails to load on Windows 7 with VC++ 2022 Runtime

The plugin seems to be unable to find the VC++ 2022 Runtime, as they are installed, certain other DLL which rely upon Engine Fixes subsequently fail to load with an "(Error: 126)"
