[BUG] List of Controls Empty after first install

🐛 Bug Description

After the initial install, the controls drop down on the Evaluation page is empty.

📋 Steps to Reproduce

Steps to reproduce the behavior:

1. Go to the Evaluation page
2. Click on the controls dropdown menu
3. The dropdown is blank

✅ Expected Behavior

List of available controls to be visible in the drop down
