Add new GetAllAas Operations

What?

AAS use cases want to retrieve shells by AssetType and AssetKind.

How?

• add new operation
  GetAllAssetAdministrationShellsIdsByAssetType
• add new operation
  GetAllAssetAdministrationShellIdsByAssetKind

This issue relates to finding Bo#28.

Now with query language? Probably we might set some operations to deprecated because of the query language?
