[Web3] Plugin to allow browsing web3 domains via blockchain

Currently browsing web3 domains require a special browser which supports web3 lookup.

Describe the solution you'd like
A plugin can be written for web3 integration. When enabled, plugin can identify web3 domain proxy requests. Then instead of default DNS resolution mechanism, plugin can connect to blockchain network to serve the application.

Additional context
This is a proposal. Several integration bits might still be unknown. But will be super cool to have this as it will add web3 feature to all existing browsers/app sending traffic via proxy.py
