Update supported OS versions for SMIME #108

Setting up SMIME says:

Users can use any of the following browsers:

Mozilla Firefox 4 or later

Internet Explorer 8, 9

Chrome 12 or later

Users computers must have Java 1.6 SE deployed to use S/MIME. If they do not, they see an error asking them to install it.

Those are OLD - update with current versions that are supported.
