video doesnt play when opened after Normalize Audio is on

Steps to Reproduce (if you noticed a specific pattern)

1. Normalize Audio is on
2. Open a video by clicking or opening a tab
3. Video loads forever (at least 30s) (img1)
4. When clicked, error appears "An error occurred. Please try again later (Playback ID: ....)" (img2)
