Strobing effect on levels

For seemingly no reason, at random points my screen goes entirely white, sometimes for short bursts, sometimes for multiple seconds, and I'm entirely unsure as to what causes it. I have a video below (with flashing lights). It's worst in Grid Pylons and Pylon Palace.
