Restore TextFormat #1
Description
Most grpc/grpc-web usage doesn't care about protobuf-text, but it does prevent Messages from having an effective toString().
It seems possible to use TextFormat to format but not parse at a glance, but parsing requires the java.util.regex package, so more rewriting would be needed.
This is filed to track interest in the feature, not as a roadmapped feature at this time.
