Doesn't work with special characters

Filemanager creates a folder with the special characters messed up, like "Licitações" turning into "Licitações". The select file callback returns the correct name, so when I try to access the folder it gives me an error because the actual folder has a wrong name.

Update: it happens only on Windows. In our CentOS production server, it works just fine.
