API to Create Jobs

Create an HTTP API on the gateway able to:

• create new jobs (see API for docker container and volumes #22) given a json payload definition by adding to scheduler, return created jobid
• query the state of an existing job given a jobid
• query all active jobs under a given user (may be blocked by Add Oauth2 Authorization Code + Login Page #23)
