Issue Summary

As shown in the screen capture below, the close icon in the "What's new?" notifications disappears when hovered, and reappers when moving the cursor away. The close action still works, but it is very confusing, because it feels like clicking blindly on some visual element that is not there anymore.

Steps to Reproduce

Assuming there is a non-dismissed new notification available, you can reproduce by doing the following:

  1. Open Ghost admin page.
  2. Check the "What's new?" notifications in the side navigation.
  3. Hover over the close icon as shown in the screen capture, and see that the icon disappears.
  4. Move the cursor away from the top-right corner, and see that the icon appears again.
  5. The icon should not disappear but stay visible when hovered over.
