Add a "State" option to be in-between Towns and nation

Ok, so by this I mean like New York State, AND in nyc town. So Town - State - nation. Adds more depth and government. Multiple towns for state but all must be in nation. If you want to, add a option with townyadmin to disable it.

I have considered this in the past and thought it was unnecessary. This is not something I would spend time adding.
