Traccar module: Remove vehicle from TC if vehicle removed from Traccar

Expected functionality
When a vehicle is removed from traccar account, it shouldn't be visible in TC anymore and it is.

Describe the bug
Vehicle removed from traccar, is still visible on the map of unassigned vehicles

To Reproduce
Add vehicle to Traccar, wait until it's picked up in TC and visible on the map of unassigned vehicles, then delete it permanently in traccar. It will still be visible.

Additionally to this issue, when a vehicle's name is edited in Traccar (i.e. licence plate is used to identify vehicle but it was misstyped), the new name that appears in traccar, should also appear in TC. Old name (or both) appear.
