Admin promotion #138
Description
Admin should be able to assign existing user to admin role through webapp. Currently, back-end DB must be updated to promote user to admin.
I'm assigning this to v3 due to the likelihood of needing this being very low - we will have 4-5 mods to start with. Should the need arise to add another, we have the aforementioned back-end process.
