[FEATURE] Replace LGTM with CodeQL

LGTM is a nice scanning tool. CodeQL is what powers LGTM. However, LGTM takes too long to check for new/fixed alerts. CodeQL works much more faster, and LGTM seems to only use CodeQL. You can also see CodeQL runs on commits, and LGTM doesn't.
