Breaking API changes

• Plugin activation, plan rollback and vector space promotion return 202 Accepted with an Operation and Location, replacing the immediate 200 plan or promotion response. Follow the Operation with the same plugins:admin key. Successful results appear in admin; background discovery and coverage errors appear in errors.

Fixes

• Prepare deployment routing changes in checkpointed batches while imports continue. Publish the final switch through one routing pointer. Rollback accepts missing coverage and retains outgoing searchable projections while recovery completes. Backfill scope counting runs outside the routing lock.
