Blasted Lands: Quartermaster Lungertz & Watcher Mahar Ba, wrong location and missing models

Currently, NPC Watcher Mahar Ba (5385) and Quartermaster Lungertz (5393) are standing outside the mines near the alliance town in Blasted Lands. On vanilla, Watcher Mahar Ba are in the top of the tower, and Quartermaster Lungertz are outside the stables, in the nearby Blasted Lands town.

I'm not sure about their location in 0.5.3, so that would need some investigation.

Both are missing models.
