Unused Label in the HelpPanel

There is a Label in the HelpPanel whose purpose seems to be to show a title of Help at the top of the panel; however it is styled as display: none;. From what I can tell there's no code in there that will cause it to appear.

I thought it worth a mention in case this should be fixed to actually show it in some circumstance, or if it was a hangover from an iteration of the help panel that is no longer needed and should be removed.
